A Decade+ of Producing Surgeon General's Reports.

Cygnus was contracted to produce multiple Surgeon General’s Reports on Smoking and Health, and Supplements, with the Office on Smoking and Health, for the Centers for Disease Control and Prevention (CDC).

We supported the production of the following Surgeon General’s Reports on Smoking and Health:

  • 2014: The Health Consequences of Smoking–50 Years of Progress: A Report of the Surgeon General;
  • 2012: Preventing Tobacco Use Among Youth and Young Adults: A Report of the Surgeon General;  
  • 2010: Supplement to How Tobacco Smoke Causes Disease: What it Means to You
  • 2010: How Tobacco Smoke Causes Disease: The Biology and Behavioral Basis for Smoking-Attributable Disease;
  • 2006: Supplement to the Health Consequences of Involuntary Exposure to Tobacco Smoke: Secondhand Smoke and What it Means To You;
  • 2006: The Health Consequences of Involuntary Exposure to Tobacco Smoke: A Report of the Surgeon General;
  • 2004: The Health Consequences of Smoking: A Report of the Surgeon General;
  • 2000: Reducing Tobacco Use: A Report of the Surgeon General;
  • 1998: Tobacco Use Among U.S. Racial/Ethnic Minority Groups: A Report of the Surgeon General (the first in the history of Surgeon General's studies on tobacco and health to focus on tobacco use among ethnic and racial minorities).

Management of these complex projects included the following capabilities:

  • Identification, recruitment, and contracting, and management of as many as 21 specialized experts for individual reports’ chapters and an equal number of peer and scientific reviewers;
  • Substantive proofreading, editing, and writing;
  • Knowledge of Section 508 compliance requirements, responsibilities, and procedures;
  • Reference management, and knowledge of literature and programs relevant to tobacco and health;
  • Understanding the mechanisms for identifying, acquiring, and processing information and mass media campaigns materials about tobacco and health to support publication development;
  • Handling high-level, politically sensitive issues, and coordinating clearance levels; and
  • Preparation of graphic presentation of complex technical and scientific data and information, and desktop publishing for large-scale publication production and upload to the CDC web site.

Full scientific and technical editorial support included:

  • Acting as liaison between Project Officer, senior scientific editor, authors, reviewers, and other CDC staff;
  • Providing in-house scientific editorial and information services support to authors in developing and editing the text and graphics for each of 5 complete drafts of each report, including literature searches to obtain articles and citations for authors, as well as integrating and editing comments from reviewers at each of the 5 levels of review;
  • Verifying data and terms through contact with multiple local, state, and national tobacco control organizations involved in advocacy, legislation, and administration;
  • Preparing indexes and confirming more than 1,000 references by searching on-line and off-line tobacco literature sources;
  • Managing the production through multiple stages, including press proofs, bluelines, final production, and binding; and
  • Supporting press conferences through preparation, assembly, and delivery of press releases and press packets to assist in the public release of reports.
